Among these, the upgrading of due diligence is the core change.

Vanuatu Passport Application Processing Time


Before the upgrade in due diligence, the fastest record for Vanuatu passport approval was just over 20 days. Under the current dual mechanism of "third-party background checks + FIU review," the processing cycle has indeed changed. However, provided that documents are compliant and complete, approval can still be obtained within 1 to 2 months.




  • Shortest Timeframe: If the applicant's personal background is highly straightforward (e.g., no complex cross-border business background, complete supporting documents for source of funds, and zero criminal suspicion), the entire process from submission to the oath of allegiance can be completed in as fast as about 45 days.


  • Average Timeframe: For most applicants, the normal processing cycle is currently maintained at 3 to 4 months. The additional time is mainly consumed during the verification phase by the third-party due diligence agencies. These agencies will request information from relevant authorities in the applicant's country of origin, place of residence, and business locations—a process that is not directly controlled by the Vanuatu government.


  • Extreme Cases: If the applicant's name matches names on international sanction lists or risk databases, or if there are prominent loopholes in the explanation of the source of funds, the review cycle may be extended to over six months, or even face rejection.



Vanuatu Passport Application Requirements and Process


1. Application Requirements:


  • Principal Applicant: Must be at least 18 years of age with no criminal record.

  • Asset Requirements: Must be able to provide proof of assets of no less than USD 250,000 (including real estate, bank deposits, stocks, etc.; liquidation is not required).

  • Donation Requirements: Make a corresponding contribution to the Vanuatu government based on the number of applicants (typically starting from USD 130,000 for a single applicant).

  • Dependents: Spouse, unmarried children under 25 who are full-time students, and parents of the principal applicant and spouse aged 50 or older.






2. Detailed Application Process:


  • Step 1: Pre-screening and Initial Due Diligence. Applicants need to provide a copy of their passport, a police clearance certificate, and a simple resume. The agency will first perform an initial search through its internal system. Once cleared, the documents are submitted to the Vanuatu Financial Intelligence Unit (FIU) for preliminary background screening.

  • Step 2: Payment of Due Diligence Fees and Formal Submission. After passing pre-screening, the applicant must pay the due diligence fees. At this point, the official third-party background check begins.

  • Step 3: Comprehensive Background Investigation. This is currently the most time-consuming phase. Professional agencies will verify the applicant's social relations, professional background, and process of wealth accumulation.

  • Step 4: Citizenship Commission Approval. Once the due diligence report is issued, if the results are positive, the Vanuatu Citizenship Commission will conduct a final review of the application and issue an In-principle Approval letter.

  • Step 5: Fulfill the Donation. Upon receiving the approval letter, the applicant transfers the donation amount into the government-designated account as prescribed.

  • Step 6: Oath of Allegiance and Passport Issuance. After completing the donation, the applicant can take the oath of allegiance at Vanuatu's overseas embassies or consulates, or via video link (depending on policy changes), and subsequently receive their passport.
